SF-first policy . A flow requires ${\mathcal{I}}_1$ in this case. This policy tries ${\mathcal{I}}_1$ to ${\mathcal{I}}_3$ in SF₀ to find available resources, and then in SF₁ and SF₂, sequentially. In this example, ${\mathcal{I}}_2$ in SF₁ has available MASs that meet the requirement.
