These are the values averaged over 105 decision epochs. The channels are both Rayleigh fading with \(\overline {\gamma }_{1}=\overline {\gamma }_{2}=0\text {dB}\) and modeled by 8-state FSMCs. The system parameters are set as p 2=0.5, λ=0.05, τ=1, η=2, ξ o =4 and β=0.97. p 1 is varying from 0.2 to 0.6
