Even when the environment changes, Q-learning uses a Q-table to find the state of the interference ratio and the transmission opportunity loss ratio and uses the appropriate action to maintain a stable system. At low SNRs, the transmission opportunity loss ratio increases, but it can be confirmed that it returns to a stable range
