Power consumption of the system. Figure 3 depicts the power consumption of the system as the number of small BSs in the system increases. We can see that for the normal sleep strategy and no sleep strategy, the power consumption increases due to the co-tier interference in dense HetNets. Specially, the proposed strategy reduces the co-tier interference by clustering and includes the sleep mechanism. Thus, the strategy can effectively reduce the power consumption of the system
